While Federal Reserve rates can influence mortgage rates, they do not set them. The Fed rate covers loans with terms up to 1 day, but mortgage loans can last up to 30 years. The mortgage rates are set by investors who trade mortgage bonds on Wall Street. As a result, mortgage rates can move up and down several times in a day, where the Fed rate changes only upon action by the Fed.
